On September 20, 2023 local time, President of Russia Vladimir Putin met in St. Petersburg with Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi.

Vladimir Putin asked Wang Yi to convey his sincere greetings to President Xi Jinping, and said that in March this year, President Xi Jinping paid an epoch-making visit to Russia, which is a complete success and demonstrates the high level of Russia-China comprehensive strategic partnership of coordination for the new era. Since then, the important common understandings reached between the two sides have been implemented one after another, and exchanges and cooperation between the two countries in such fields as economy and trade, people-to-people and cultural exchanges, and sports have yielded positive outcomes. Since the beginning of this year, Russia has overcome the shock of unilateral sanctions by the United States and the West to start resuming economic growth and various mechanisms have been functioning normally. Russia looks forward to strengthening planning with China and deepening practical cooperation. Russia highly appreciates and actively supports Belt and Road cooperation, opposes distorting and smearing the initiative, and stands ready to strengthen the synergy between the Eurasian Economic Union and the initiative, and advance the process of regional integration.

Vladimir Putin said that the current changing international landscape has fully testified to President Xi Jinping's strategic judgment on changes unseen in a century. With concerted efforts of Russia, China and other parties, BRICS successfully expanded its membership this year to elevate the BRICS cooperation to a new level. Russia is ready to maintain close coordination with China within such multilateral frameworks as the Shanghai Cooperation Organization and the BRICS mechanism, to reject unipolar hegemony and bloc confrontation, and safeguard international fairness and justice.

Wang Yi conveyed President Xi Jinping's cordial greetings to President Vladimir Putin, and said that in the successful meeting this year, the two heads of state jointly drew a new blueprint for the China-Russia comprehensive strategic partnership of coordination for the new era, charting the course for and injecting strong impetus into promoting the in-depth development of bilateral relations. Wang Yi said that during his visit to Russia this time, he made a full view of cooperation between the two countries in various fields with Secretary of the Russian Federation Security Council Nikolai Patrushev and Foreign Minister Sergei Lavrov. China is ready to work with Russia to follow the fundamental guidance of the important common understandings reached by the two heads of state, to increase strategic mutual trust, deepen practical cooperation, and further consolidate the public support for and the social foundation of China-Russia friendship.

Wang Yi said that President Xi Jinping has emphasized that the world is faced with changes unseen in a century. In the face of the international landscape fraught with changes and turbulence, a multi-polar world has been evolving in an accelerated manner, economic globalization has progressed ahead despite headwinds, unilateral practice does not sustain, and hegemonism gains no support. China and Russia, as permanent members of the United Nations Security Council, shoulder important responsibility in promoting world development and progress. The two sides should strengthen multilateral strategic cooperation, safeguard the legitimate rights and interests of the two countries, and make new efforts to promote a just and equitable international order.

The two sides also had an exchange of views on the current international and regional landscapes. On the Ukraine issue, Vladimir Putin reiterated Russia's readiness to resolve the issue through dialogue and negotiation.

During his visit to Russia, Wang Yi also co-hosted the 18th round of China-Russia strategic security consultation with the Russian side, held a meeting of high representatives for security issues among China, Russia and Mongolia, and met respectively with Foreign Minister of Russia Sergei Lavrov and Secretary of the National Security Council of Mongolia Enkhbayar Jadamba.
